Piers Morgan has criticised the Football Association after Arsenal's appeal against Max Dowman's red card was rejected, describing the decision as “disgraceful” and questioning the FA's duty of care towards the 16-year-old.
The independent Regulatory Commission rejected Arsenal’s claims of wrongful dismissal and excessive punishment following Dowman’s sending-off in their Carabao Cup defeat to Fleetwood Town. The teenager will now serve a three-match suspension.
Morgan expressed his frustration in a post on X, writing: “Disgraceful decision. Where is the FA’s duty of care to protect a 16-year-old from being brutalised by leg-breaking tackles that caused him to react very mildly?”
Why Max Dowman’s Red Card Was Upheld
Dowman was sent off in the 85th minute of Arsenal’s fourth-round tie at Fleetwood after reacting to a heavy challenge from Harrison Neal. The teenager made contact with Neal as he kicked out, prompting referee Michael Salisbury to show him a straight red card for violent conduct.
Arsenal appealed both the decision to dismiss Dowman and the severity of the punishment. However, the FA upheld the original decision. Its statement read:
“An independent Regulatory Commission has dismissed claims of both wrongful dismissal and excessive punishment for Max Dowman. The Arsenal player was sent off during their EFL Cup game against Fleetwood Town on Tuesday 27 October and will be suspended for three matches.”
The commission's written reasons are expected to be published in due course, providing further detail on its decision. Meanwhile, Arsenal's Carabao Cup campaign came to an end after Fleetwood won 5-3 on penalties following a 1-1 draw.
Which Matches Will Max Dowman Miss?
Dowman's suspension covers Arsenal's next three Premier League fixtures against Liverpool, Hull City and Newcastle United.
The ban does not extend to European competition, meaning he remains available for Arsenal's Champions League meeting with Slavia Prague on 4 November. His earliest possible return to domestic action will be against Manchester City on 29 November.
The suspension also comes at a difficult time for Arsenal, given their current injury concerns in attack.
Sky Sports reported Eberechi Eze was the only fully fit senior wide option for the Liverpool fixture, with Bukayo Saka, Christos Tzolis and Noni Madueke either injured or working their way back to fitness.
Dowman had started both of Arsenal's Carabao Cup matches this season, scoring twice against Ipswich Town in the third round. His absence leaves Arsenal with one fewer attacking option as they navigate a busy run of fixtures.
The Wider Debate Over Dowman's Treatment
Morgan's reaction has brought renewed attention to the treatment of young players in physically demanding matches. His criticism centres on whether enough is being done to protect teenagers from aggressive challenges.
However, there has been no official finding that Neal's tackle caused a serious injury or that the FA breached any safeguarding obligation.
Arsenal manager Mikel Arteta had also spoken about preparing Dowman for the physical and emotional demands of the Fleetwood tie before kick-off.
“When we prepared the context of the match, we were very clear on the things to respect, the things that emotionally we have to dominate. It was very clear,” Arteta said.
The Fleetwood dismissal was Dowman's first red card in senior club football. However, it was his second sending-off in October, having also been dismissed while representing England Under-19s against the United States earlier in the month.
